Ingredients:
- 4 medium-sized peppers
- 250 g of long-grain rice, cooked
- 250 g of minced meat
- 1 large onion, minced
- 4 cloves of garlic, minced
- 1 teaspoon (tsp) of cumin powder
- 1 teaspoon (tsp) of paprika powder
- 2 tablespoons (Tbsp) of fresh parsley
- Salt and pepper
- 2 tablespoons (Tbsp) of fresh basil
- 4 tablespoons (Tbsp) of olive oil
- Scallion greens (for serving)
- Lemon wedges (for serving)

For tomato sauce:
- 2 cans of chopped tomatoes (800g each)
- 4 cloves of garlic, minced
- 1 onion, finely chopped
- 2 tablespoons (Tbsp) of fresh basil
- Half a teaspoon (1/2 tsp) of chili flakes
- 1 teaspoon (tsp) of sugar
- 4 tablespoons (Tbsp) of olive oil
- Salt and pepper

Making the Tomato Sauce:

1. Place a saucepan over medium heat and add some olive oil, then the finely chopped onions. Cook the onions gently, stirring now and then.

2. Next, add the minced garlic and cook for about one minute.

3. Now add the cans of chopped tomatoes, followed by the sugar and chili flakes, and season with salt and pepper.

4. Leave the sauce to cook for 10 to 15 minutes. After about 10 minutes, add the fresh basil and cook for one more minute.

5. Use a hand blender to blend the sauce until it has a thick and smooth consistency. Remove it from the heat.

Making the Stuffing:

6. Heat another saucepan over a high temperature. When it's very hot, pour in the olive oil, then add the minced meat and cook while stirring to break up the meat until it's almost done.

7. Now add the minced onion and continue cooking for another 2 to 3 minutes. Next, add the minced garlic, followed by the cooked long grain rice. Mix everything together well and turn off the heat.

8. Add the cumin powder, paprika powder, salt, pepper, fresh basil, and fresh parsley to the stuffing mixture. Mix everything thoroughly.

Preparing Peppers and Stuffing:

9. Preheat your oven to 180°C. Take one of the peppers and carefully chop off its top (save the top for later). Then, use a spoon to scoop out and discard all the seeds from inside the pepper. Repeat this for the other three peppers.

10. Spoon the meat and rice stuffing mixture into each pepper until it's almost full. Press it down to make sure the mixture is tightly packed, but don't overfill, as you need to leave space for the sauce.

11. Take one stuffed pepper and add a couple of spoonfuls of the tomato sauce (that you made earlier) on top of the stuffing. Then, place this pepper into the saucepan with the remaining sauce. Repeat this process for the other peppers.

12. Finally, replace the chopped tops onto each stuffed pepper. They are now ready to bake!

Baking and Serving:

13. Put the lid on the saucepan with the stuffed peppers. Place the saucepan in the center of the oven and cook for about 1 hour.

14. When the peppers are soft, take the saucepan out of the oven and remove the lid. Then, spoon some of the sauce onto a serving dish, arrange the stuffed peppers on top.

15. Sprinkle some chopped scallion greens on the stuffed peppers and serve them hot with lemon wedges.
